### Responsibilities
Supervises the Processing and Records section, Retirement, Workers' Compensation and benefits (FEHB, FEGLI, and TSP). Also oversees the Information Systems, for the department; performs as administrator for granting access to various HR systems. Acts as liaison between HRMS, Payroll, DFAS, and HRIS Office, to reconcile automation and pay issues.
Duties include, but are not limited to:
* Provides technical review of Personnel actions
* Oversees the onboarding/processing of new hires and ensures they are coded into the correct retirement system.
* Maintains the Electronic Official Personnel Files and manages a variety of computer applications.
* Collects/compiles statistical data and creates reports, in support of HR and facility operations.
* Plans and monitors the workload of staff.
* Monitors the outcomes and efficiencies of the workers' compensation program
* Checks retirement packages for accuracy, before submission to the Office of Personnel Management (OPM).
* Interviews candidates to become members of the team
* Develops performance standards and evaluates work products of staff
* Stays abreast of new or updated changes to policy or regulations
* Communicates and provides accurate technical assistance and guidance, to facility employees, on the various benefits programs.

### Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 06/08/2018.
**Time-In-Grade Requirement**: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. **Note:**Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience as described below:
**Specialized Experience:** You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
* Supervising/overseeing/providing technical direction and quality assurance of processing personnel actions through a Human Resources Information System (HRIS).
* Overseeing the information systems, performing as administrator for granting access to various systems for a large organization.
* Providing technical expertise on retirement benefits issues, workers' compensation, health benefits, and insurance coverage options.
* Extensive use of Federal automated systems and software programs (HR Smart, People Soft, WebHR, e-OPF, DHCP, DCIPS, PAID, ProClarity, etc.).
You will be rated on the following Competencies for this position:
**Competency 1-** Ability to supervise others.
**Competency 2**- Knowledge of Human Resources Management principles, policies, and methods.
**Competency 3**- Ability to manage an assortment of HR Federal programs areas (i.e., HR Smart, People Soft, WebHR, e-OPF, DHCP, DCIPS, PAID, USA Staffing, ProClarity, etc.).
**Competency 4**- Ability to communicate to a diverse audience.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
**Note**: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
**Physical Requirements:**The work is primarily sedentary. There may be some walking, standing, bending, and carrying of light items. The regular and recurring work of the position involves sitting at a desk, conferences, meetings, etc., and occasional visits to activity work sites. Occasional use of automobile and public conveyances may be required to attend recruitment Job Fairs or other Career Events. No special physical assertion is required.
